We are a family run business with almost 60 years experience in the interior construction industry. In the last 10 years our scope of work and expertise has expanded well beyond our core services of ceilings and partitions. In 2025 we consolidated all business operations including interior fit out, principal contractor, facility maintenance, fire protection and acoustics systems into one operating company – Shepway Commercial Ltd.
We employ a dedicated team of experienced, local managers and tradesmen and pride ourselves on the delivery of a consistent, high quality service to all our clients both large and small.

Paul Gavin
Managing Director
As Managing Director of Shepway Commercial Ltd since 2007, Paul has overseen the growth in people, services offered and turnover to become a multi discipline contractor well known in the Kent area and beyond. Paul graduated with an engineering degree in 1988 and has been a business leader in the construction, medical and manufacturing industries both in the UK and Canada. Whilst overseeing the financial and commercial aspects of the business Paul’s key strength lies in supporting and guiding the management team to achieve their best for themselves and their clients.

David Greenhalgh
Commercial Director
David was given an opportunity of work experience before leaving school and choose to work in the construction industry. After leaving school, he was enrolled in a full-time position in a specialist ceiling and partitioning company working alongside his father David Greenhalgh snr. After working hands-on for over 15 years he steadily progressed in the company eagerly accepting each new position starting as a site supervisor then project manager and finally commercial director. David takes great pleasure in providing strong leadership skills to our site teams giving them the back-up they need to deliver each project to the highest standard that is expected from Shepway Commercial. He also take a proactive approach in building upon the foundations of our established company and in recent years he has pushed for the highest level of accreditation for our fire protection services including FIRAS and BMTRADA.

Lee Simpson
Construction Director
Lee first started in construction doing work experience with a ceiling company whilst at school and continued as an apprentice ceiling fixer with a specialist Kent based company. After 10 years working across all sectors including the Pfizers science park in Sandwich Kent, Lee and his stepfather Dave Greenhalgh Snr, formed their own ceiling company operating successfully for 8 years. The company evolved into Shepway Ceilings and Partitions Ltd and Lee took on the role as the Construction Director managing large projects across Kent and Southern England. Lee is a strong leader with a direct hands-on approach which has earned him the respect of those who work with him as part of his team and that of his clients. He has a wealth of knowledge in his field and has undertaken complex projects that have helped cement the company’s highly rated reputation as a specialist sub-contractor.

Stuart McAteer
General Manager,
Shepway Property Services
Stuart began his working life as a painter and decorator for a regional general contractor. He steadily progressed into a management role having gained the appropriate qualifications. He joined Shepway in 2016 after more than 30 years working alongside the company and the founding family members. Based at Discovery Park in Sandwich Kent where he has spent most of his working life, Stuart is a familiar and well-respected presence on the site and works closely with the resident pharmaceutical companies and other tenants. He has built up longstanding and trusted relationships with these companies as a key partner in facility management and in meeting their general construction needs. Stuart is dedicated and committed to each and every project Shepway undertake, with a team of skilled trades people who have worked closely together for many years and who share his passionate outlook. Stuart’s operating area has consistently expanded and he now covers all of Kent and the surrounding area.

Sarah Clark
Operations Manager,
Shepway Property Services
Sarah joined Shepway Commercial in 2019 after spending 12 years working in Dental Practice management. An unexpected but exciting career change! Sarah brought a wealth of business administration skills and experience to the organisation and helped set up and run the Property Services office at Discovery Park in Sandwich Kent. Sarah works closely with Stuart McAteer providing exceptional support and service to their corporate and commercial clients on a day-to-day basis. Her project and resource management skills have proved essential in delivering a wide variety of services with a team of more than 20 maintenance engineers and trades people. Historically office based, it’s now more common for Sarah to reach for her safety boots and hard hat and gain a true perspective of the works being carried out on site. She is well versed in estimating, project control and is a regular at project meetings.

Adam Clark
Operations Manager
Adam joined the Shepway management team in 2021 as a trainee operations manager. Coming into construction as a qualified bookkeeper Adam very quickly adapted to the operating systems of the business, gaining knowledge in estimating, purchasing and resource management. Working closely with David Greenhalgh our Commercial Director, Adam has been instrumental in developing Shepway Fire Protection into a leading specialist in the field. He regularly attends site and works closely with consultants, clients and the installation teams to ensure Shepway delivers the highest possible standard of service at all times.

Rachel Harrington
Business Manager
Rachel joined our team in 2017 having previously worked closely with Paul Gavin since 2002 in a senior managerial role in the medical industry. Her main role is to support the managers and directors with their clerical needs and ensure smooth running of the administrative and compliance side of the business. She has always described herself as the ‘oil on the cogs’ an essential ingredient in any well-run company.
